Ephebophilia has literally nothing to do with Lucky Star. All of the main characters look under 14-19, the "ephebo" age group. That is unrelated.

I'm simply saying that the art style was an artistic choice by the author intended for comedic effect (as the show regularly makes fun of the fact that konata and a couple of other characters look younger than they actually are) and not fanservice, although that's become an obvious side-effect.

Konata and her cousin aside, all of them look to be 14 at the very LEAST possible age.

konata (and her cousin) is the only one who is specifically drawn as short and flat, and there are jokes made about it all the time on the show
the rest of them aren't

Vipershark, Saying Kotana is 18 while she looks 8 is like Flonne from Disgaea being 1000+ years old but looking 14.

ages in cartoons =/= ages in real life

In cartoons most people find out the age of a character by their looks and how mature they act. Even if they say "Oh, she's 18" it means shit if she looks like an 8 year old and acts younger then her "age".
