I've only once ever found a legitimate shiny, it was a level 39 Clefairy in Diamond in Mt. Coronet. I caught it barely, saved, then when I started up again after turning it off the save was corrupted and I lost it.
I put the game down for months because i was mad at it.
all tsr cares is pokemon. it saddens me.
I found a shiny Aron in Sapphire but I accidentally ran from it.
Later in Emerald I found a shiny Poochyena and caught it.
And on Diamond's midnight release I started out with a shiny Turtwig.
E: I haven't been paying attention to IVs until just recently. Would it be worth it to restart HG just to re-get the legendaries with better IVs and natures?
Shit, I don't even remember my first shiny. I THINK it was a rattata back in silver, but I don't remember.
I haven't found many.

i dont think this will work, extremespeed is an egg move, and move relearns are for non-level moves and so forth, dratini doesnt learn it via level up, cant relearn what it doesnt know naturally.
I could have sworn that as long as it knew the move at one point, it can relearn it, be it level up, breeding, or tm.

nope, just checked, only relearns by level up. i remember trying it in dppt too when i also lost a move to daycare.

IVs are hard to get, and even if you get good IVs, natures is something youll also have to worry about, best not to do it, its REALLY HARD to get a legendary with good natures and good IVs at the same time, still hard with just IVs, you only have a better chance at breeding since its more controlled with regular pokemon.

I usually don't worry about the natures of legendaries. Can't use them competitively anyway.
EDIT: Except the birds, beasts, etc.
You can use all the legendaries in the VGC tournament -what ever part of Nintendo or something or organization type thing here- hosts. Theres also a billion legendaries in the tiers below ubers, including the ones you mentioned as well as the Regis, Heatran, and Cresselia.
EDIT: Question, does the Pikachu colored Pichu unlock the new Poke walker area that give you access to surf Pikachu?
