Like, are you going for a hair dye (like you would see for streaks and/or accents), or are you just going for the bright neon-like color that you would see people at malls having?

Like a clip on hair extension blue, I'm guessing.

anyway as for the hair, just use the blue from my jacket and give it a small highlight and thats all, it feels like while the whole thing is not meant to be /perfect realism/, you're just trying to actually make the hair look like hair. and it justd oesnt look like hair(right now looks like a tentacle)

throw some casual blocks of colors, call it cell shaded and exclaim 'et voila'. i said it earlier, the original(the first) shading you gave it was ok, maybe it just needed a bit more saturation, but it was ok
