I didn't care about the "8 sprites per scanline" rule, so I used sprite overlaying quite excessive
eyeballed the shoes from
this sheet because the ones I did looked fucking awful
So this is a NES styled Sonic which actually doesn't looks at all like a NES styled sprite because you don't care about these details but it still should be accepted as such.
Honestly, it looks as if you just grabbed some VMU Dreamcast sprites and added color to them.

This color issue would be pretty simple to fix, just replace the red with blue and use only one of either the white or tan.
The animations look weird because he doesn't turn his head at all. Also the bottom spike looks too extended. Otherwise I like these.

Dude, if you are going to imitate a bittage AND console style in particular either you do it by the book or don't do it at all, is that simple. "Partial" styles doesn't exist, and if you really can't abide to the full style, you always can drop the rulebook and go freestyle as many people do.
It's not something worth to go apeshit crazy and start tossing out cuss words.

I don't see how this isn't an NES styled sprite since Vic didn't do anything wrong, it fits the restrictions, the scanline rule isn't that big a deal since it's not going to be in an actual game. The head thing has already been mentioned, so, good job. It looks really nice.
I agree with Gabe, there isnt anything wrong with it, just for one rule that isnt much of importance doestn mean that its bad
