The gif is pretty well animated.

I recall in Sonic Rush there was a small stream of text that related to the character or the stage (I can't remember which) also part of the Title Card for each act. It looked hella stylish.

just to clarify this aint a reshaded or something along those lines, right?

aside from the sonic sprites (which are obviously edited) the rest appear to be custom
