It became an increased issue over time. Eventually it just boils down to having mon with Surf (A great move which you should have anyway) and Fly (a competent move that is better than a few Flying moves).
During game progress it's required, but that's to be expected. They're not gonna give you Metagame right out of the box; that's what the console versions are for.

That's a piss take, I liked how they made moveset building twofold in that it had a use Contest-wise. Contests were at their peak in RSE, IMO.
