Clothing folds are really not that hard. Because your body has form (skeleton or not) cloth will snag and hang off your form, but because cloth is flowing and yet not slack, it'll tend to fold, not sag or droop. The times where it wouldn't is if it was way too large for the frame (and you wouldn't wear ill-fitting clothing - not in public, anyway), or it's not made from a cloth-like material (And I'm not talking leather or lycra, either).
Let's look at a pretty picture, shall we?
This well-dressed gentleman is wearing drainpipe-cut jeans. Not exactly skinny jeans, but who gives a shit. Here he's standing up, without his knees bent. And yet, look at the folds around his knees! You can't see the bone structure, but the way the clothes 'hang' off his frame show you that everything's in the right place. Look at how the cloth creases up as it meets his shoes, too.

Now this is far more cartoony. No one can be this thin in real life. The jeans are also pretty tight. And yet, there are folds.

Now not only is this guy cartoony, he's on super-deformed proportions. Look at his Gi, the cloth sags and folds in regerds to his belt, but because it's made of cut cloth, the base of it hangs and still maintains shape. It's loose, but it doesn't look like it's made of Silly Putty. Interestingly, the knee placement isn't as obvious here. But that's because the trousers are so baggy, the form of the legs are lost; which is a very different situation.
