I tried to change the lineart as little as possible, and the number of colours as little as possible. The final sprite uses one less shade of blue and an extra shade of red. Tried Castlevania-colours for shits n giggles.
Edit: Whoops. Meant to say big GLASSES, not big hat. I suck.

It's as light as I'm willing to go for something intending to look dark.
Also, the cane is not too tilted, really, as the pose is intending to show him tilting the cane backwards further than looks natural.
EDIT: Made some modifications based on Grooveman.exe's edit, including a palette change, because he made me realise how much he looks like Willi Wonka. I also forgot he's supposed to be wearing white gloves.
Why the fuck do people have such a problem with fixing their palettes? It's not even just at tsr either, everyone everywhere gets all uppity and assumes they have the best palette ever and shouldn't ever have to change it for anything

I'm not saying I don't need to change it, I'm saying that to make it lighter would be ridiculous if the sprite is supposed to look dark. I'd happily change it if I thought it would actually help. I'm more than willing to accept that the palette is bad, but I simply cannot see the logic in saying it's too dark.

What do you suggest I add?
Never mind, I added a belt. Also changed the colours on his coat, and added back in the outline, with a couple of modifications.

by that logic, all you need to do is paint it entirely black.
because you know, you can have a "dark" character by using more "saturated" and "contrasting" colors. heck, its not even about "give it a pink dress".
problem with it being so dark overall is that it simply lacks contrast like i already said before. with such a low amount of contrast all the colors blend and just the whole sprite looks ugly no matter how "dark" it was meant to be.
Ah, so it's the lack of contrast creating the issue. I seem to have misunderstood what was meant by a "dark palette", I thought that meant I needed to increase the brightness of all the colours, not boost the contrast. Seems I was in error.
I had a go at it. I noted that in the example sprite shown, there was a lot more black than I had in my sprite, so I increased the amount of that colour.

Black block-out shading is actually really fucking hard and there are better ways to get a similar effect without making him look like he was just dipped in tar. I only shaded one of the trouser legs that way because you shaded his left arm so; and it was small-scale enough for it not to be overbearing (and because he just looks like he has one massive treetrunk leg otherwise).
TBH I should have replaced the pure black with a very dark purple anyway.
Would you mind highlighting some of the alternative methods for me, please?
Also, in the large gap between replies, I made another sprite while waiting, for lack of anything to do. This one is the Egregious Professor of Pyro-Necromantics.
The stick seems too think, and the coat has too much dark outline in the lower parts and his left (your left) foot looks wrong
