I concede this: Kefka poisoned an entire river HIMSELF and killed an entire viallge in the slowest most painful way possible just to prove a point.
Both are kinda jaw dropping villains especially on a first play through.

sephiroth's whole point was that he wasn't really the 'end of the world' singular motivated type villain, kefka's whole purpose was really just for there to be a final boss at the end of the game and to mix things up halfway through, when FF6 is really about everybody else.
sephiroth isn't even really an antagonist until midway through the game, and does the kind of shit kefka does with a lot more flair, style and grace.
hell, even up until the very final moments of the game how sephiroth is a 'villain' isn't exactly clear, and you're still focused on shinra and rufus.

One thing that "awed" me, from just plain silliness, was the first time I reached a Mario Party boss (MP5). I was like, "Wait, this isn't Bomberman!"

Killing a hero pales in comparison to killing a whole bunch of people, becoming a god, and trying to destroy earth.

And that good sir is were you are wrong. Sephiroth is a bishie. Was meant to be nothing more then just an evil Bishie, which is why you think he has more flair, that obnoxiously long sword, long gray flowing hair. If I didn't know any better I'd think of him as a 60 year old man with a mommy complex and a small dick. Also the Shinra thing got boring after a while. "Oh lets blow up these generators that seem to hold this town together." (I honestly forget the real reason why they did (so it isn't even rememerable) that but they kinda seemed like the bad guys there at first. And of course Sephiroth is a villain. If he kills one of your main party members that makes him against the hero and theirfor a villain.)
Also if you think Kefka was just around to be the final boss then you can't grasp onto a storyline very well can you?
The Story of Kefka, By Kat:
Kefka wasn't a villain in the beginning, infact he was more or less the Duke to the King. He wasn't crazy, he had no powers, and probably wouldn't think he'd become a god ever in his lifetime, However he did have his one sin, the Lust for power. Which brings us to the Espers. Now if you placed the game at all you'd know that Terra, The main character, is an esper and was once controlled by Kefka.
The King wanted a way to fight these espers incase they decided to go against him. Magicite was dealt with and they discovered they could inject it into people to give them powers. Now Kefka, with his lust for power after all decided to give it a go. Since they were still experimenting they really had no clue what the adverse effects would be. Kefka was one of the few that actually reacted to it well, however they quickly noticed that his Sanity slowly turned to insanity and with the more power he gained the less sane he'd get. Now remember how he has that lust for power? Yeah that never went away so he kept gaining more and more power by control the espers then harvesting them for their power's essentially then growing more insane and more evil. He also started to kill people for fun and sometimes to prove points but more or less for fun.
After that he then eventually started to control all of the espers, hill people, Take over as king, be a villain, get more power, found an esper that escaped his trance, he wanted that esper. That Esper is Terra, the main character. In the final fight he became a god and tried to destroy the world. Why destroy the world? Well you are already a god so what point is the world to you? Exactly, it no longer has a point to you.
Also Sephiroth's final attack has an overly long animation and with destroying Jupiter everytime he did it you'd think the attack would hit you for Max damage but funny enough how it doesnt.
