That's how they are in-game, I'm pretty sure.

There's usually a butt-load of effects on the sprites, so I can't really tell... But I do think they're oversized? I mean, they would hardly fit on the screen natively at this size...

Actually Dazz, these are the right size; trust me, I played this game, and the quality really is this bad-looking
