Uhhh no they don't. I've EV trained Pokemon for Speed and HP and they actually do go up in points after each battle rather then level.

No, what he's saying is that 2 of the EV points are useless, due to the fact that they can't be allocated anywhere. You can't use them to add to their stats if they have an insufficient amount of EVs and they're already maxed out.
6 EV points - 4 EV points for the stat = 2 leftover EV points. 2 EV points != 4 EV points for the stat. I may be shit at math but the calculation is incredibly basic.

You've misread his post, what he's saying is that the stat go up for every 4 EV POINTS, for every 4 evs put into that stat you get 1 point, so when you have 6 left, only 4 matter. 252 can be divided by 4, and your stat can go up to 255 max. so only 252 would still maximize it.

Found a Rufflet with a 31 attack IV and a Trubbish with 29/31 Defence/Special Defence IVs. Hopefully I dont get lazy and forget Im EV training halfway through

Pawniard level 51 (yeah, i know.)
Galvantula level 39 (hatched from an egg yesturday, taught it Disable from... someone. I can't remember who though)
Excadrill level 41 (hatched from an egg just toady. I had to work out how to teach it Skull Bash from birth. my only pokemon with it was Blastoise, but I managed to breed it with Rhyperior, then Rhyhorn with Drilbur. It was funny, because had any of the three been a different gender this would have screwed me up big time!)
