Yeah i suppose it can be a bit confusing so I changed it. The flame is shooting the correct way, for the flame animation itself, there are 3 different versions: WEAK, MEDIUM and STRONG. WEAK uses the first 4 frames, MEDIUM uses the first 4 plus the next 3 frames and STRONG uses all the frames. As for Cinder's animation you just loop the last 2 frames until the flame disappears. Afraid not. He's just a palette swap with both Scorpion's and Sub Zero's special moves and fatalities.
Like with any MK secret character, Reptile didn't gain a unique moveset until he was playable.
