I reccomend GIMP (Big file but worth the wait) or game makers paint probabilities (Both work great together as game maker is an easy animatio program but doesn't loop the animation when saved, so you open it in gimp then overwrite the file as a GIF and the animation will loop.) and GIMP lets you create all sorts of effects such as supernova, lava and has alot more brushes then paint so use all 3 together and you get a great result
i have both paint.net and photoshop, but i use normal paint. Why? because im prefectly content with it. why change when i like paint? still, its your decision.

all of which defeat the purpose of pixel art.
True but it still has paint tools and you can still do pixel art on it easily
