Yep.
What you need:
-Whatsmyip.org
-ShinyGTS
~Public distribution:
If you want to distribute or recieve pokemon from someone who isn't at your house / able to simply connect through your local IP, use this.
~Local distribution:
This method is for if you're going to do something like check your SID, or only distribute to your ds.
The only thing left now is to set up ShinyGTS. Once you open it you should get something like this:
It should be fairly self-explanatory, but just incase it isn't, i'll go into a brief explanation.
Pick what generation card you're going to use.
Pick how the program is going to be used.
"Get IP" doesn't work typically, if it does, it will only get your local ip. For public distributions, use Whatsmyip.org.
~Setting up the DS:
Load up your game, go to WiFi Connection, edit your primary connection, go down to "DNS", untick "Obtain automatically", and type in your [local/public] IP as the DNS.

- Port Forwarding
This should be pretty simple, if not, use this. You need to portforward 53 and 80.
- Adding an exception in your firewall
Depending on your firewall, you'll have to allow ShinyGTS to accept incoming connections. Considering there's a shit ton of different firewalls, I'm not going to try explaining it, just google it.

- Individual Pokemon Sending
Sends 1 .pkm file to every ds that connects.
- Folder Sending
Sends all .pkm files in a folder, alphabetically.
- Randomized Folder Sending
Sends all .pkm files in a folder, randomly.
- Receive
Makes a .pkm of any pokemon that gets put up for trade while on the gts.

Notes:
- When using Pokegen/Pokesav, save as 256kb (Party Pokemon).
- GTSing event pokemon that need to be transferred directly to black/white will NOT work. When you transfer with the key item, it activates the event on your card.
- In the event the pokemon you made has 0 HP and won't be healed, just deposit it to the PC and then take it back.
