no, they've had level 3 supers in marvel super heroes(Apart of the vs series?), mvc1 (Variable cross=/= Level 3), and mvc2 (Team hyper combo=/= level 3) as well

Uhhh, I don't know about MSH, but MvC1 and 2 did have Level 3s, they were just very scarce through the cast.
Ryu had Shin Shoryuken, Akuma had Shungokusatsu, Hayato had Black Hayato, and I'm pretty sure Silver Samurai may have had one as well, even though he's a total meter hog.
I would recommend researching something when it's brought up unless you're 100% sure you're right.

in MvC1 and MvC2, as well as MSH, they had level 3 hyper combos. that is, a single character performing a single hyper combo which costs 3 gauges by itself. these are usually extremely damaging, partially invincible, and not subject to damage scaling.
MSH and X-Men: COTA had similar mechanics to the earlier parts of the VS series, and the bradygames guide (sometimes called "the bible" amongst MvC3 fans for how in-depth it is) for MvC3 bothers to list it as a part of the VS series
and MSH did have level 3s; shuma-gorath, at least, had The Chaos Dimension then
