It sounds more like "We'll test the waters with free DLC, see how you guys like it, and then charge when we realize how much you want it."
Doesn't sound like Nintendo to me. If anything they'll try free DLC and if it doesn't get enough downloads, then they'll just sweep it under the rug and pretend it never happened.
They did have DLC for Animal Crossing City Folk, but it was just a bunch of lame furniture or Pikmin hats.
That's what Nintendo means by DLC, nothing big or important.

Oh yeah I almost forgot about that. (Actually I forgot the Wii could do DLC period)
I dunno, Characters in Mario Kart are really just glorified skins for the most part. Certainly more effort is required than for a piece of furniture, but not enough to justify a price.
Still, even if Waluigi was never my main character, I find it really disquieting that he's not in. It's like taking out Wario in my eyes, even if Wario is a semi-veteran.
No characters have animations and sounds that's like amazing leaps and bounds for the Mario Kart development team.
I would've been more unhappy if they took out Wario instead. I always chose him over Waluigi.
In Mario Kart DS, I actually preferred Waluigi, though I always picked Dry Bones over him.
Nevertheless, should both have been in MK7, I'd still main Shy Guy.
As long as Daisy is still in (I know she is, I'm only saying this because I know somebody was going to misinterpret my post), I'm fine.

As much as I like Waluigi, taking out Wario would have been a lot stupider. I think he's been in every single Mario Kart since 64, and he's a much more important character to the series as a whole.
You know now that I think about it, Mario Kart DS' roster was meant to be a sign of things to come I think.
Super Circuit marked the introduction of Mario Kart in the portable space, and it was different both in terms of roster size and tracks, but mostly roster-wise.
Super Circuit only had the basic 8 characters, then Mario Kart DS only added the 4 unlockables: Daisy, Waluigi, Dry Bones and ROB. Two of which are newcomers, while two are new to portable Mario Kart, so it's like 4 newcomers.
It seems that Nintendo looks at Mario Kart rosters to be in two seperate degrees. The portable roster seems to be very minimilist compared to any console roster, just look at Double Dash!! compared to Kart DS or Kart Wii compared to Kart 7.
It's possible the removal of Waluigi is meant to be the beginning of something new. Maybe with Mario Kart Wii-U, much like Smash Bros. the portable and console experiences will mold into one and we will have an all-star lineup.
I also just realized that only Mario and Peach kept their Double Dash Partners. Wario isn't alone you know.
On the subject of Waluigi not being in there, Waluigi's Pinball is in the game so, is this the first time that a track that's named after a character has been in the game, while the character themselves isn't?
Edit: Oh wait, I suppose you could get technical over Koopa Troopa Beach in Mario Kart 64, but that's a species... same goes for Shy Guy Wilds in Super Circuit, though Shy Guy was playable in multiplayer...
So is waluigi confirmed to be dropped, or is that just an assumption?

Baby Park was in DS but there were no Babies.

Bear in mind Baby Park is pretty ambiguous in name, as it doesn't refer to any single entity, while Waluigi Pinball is very much referencing the one character named Waluigi. Not the same situation, but similar.

Bearing in mind that MKWii had just about a butt fuck ton of characters as MKDD!! did if not more, and you were forced to choose two characters in DD.
I should also bring up in your other statement that there has always been the basic 8 characters in mario kart installments up to say DD, when the games started to expand.
Besides, right now we have about 17 characters in the current roster. And correct me if I'm wrong here but if it's decided that there is DLC in this and nintendo throws in characters like Waluigi amongst others, that brings up the total roster up over 20. So I wouldn't say that's minimalist considering that's what recent MK games have now.
