Your outlines need major work before shading is addressed.
Don't use the line tool. It looks like it's all you used, come on - let's see some roundness!*
*Though no using the circle tool either.
Actually I only use the pencil tool. I might be making them overly straight out of fear of jagged lines, though.
In trying to correct one problem I probably created another....

it still looks bad, but at least its a step foward.
you should consider though how is suposed to be place this character in a plane. right now i feels like jabba's body is randomly curled in the air, and most of these random lines are serving no real purpose. i'd sugest placing all of his tail on a more simple, flat surface(as how we usually se jabba on the movies) so you can work on a solid base for now.
Yeah I think I was trying to put the tail behind him, like he's sitting on the base of his fat rolls. But it does curl weirdly.

The question is what perspective are we looking at here? It seems you're going with a top down view right? Not a sidescrolling perspective? Then Jabba's belly should be round at the bottom not a straight line.
Ah I didn't really think about that. I just started drawing. I'll have to consider that in the future before I start punching in the pixels.

Edit: Yeah I think it would be top down. I can't see Jabba scrolling anywhere, frankly, without a lot of help.
