That image is JPEG'd - use PNG instead. That way you'll avoid all those artifacts.
You still have some outline color issues.
Also, as far as I can tell you have outer antialiasing which makes he whole thing useless when not using a transparent background. Otherwise, you'll have green spots everywhere around it when using it in a game.

I dont understand it!
My original image IS PNG, and it dont have any antialiasing at all!
There must be something wrong when i submit it on ImageShack!
That's is the prove: simple open the original, take the fill, and fill the green with black:
I tried with the submitted one and....what a disaster!
There is anyway for avoid the antialiasing thing?
P.S: I dont understand also your doubts about outlines: i think that the outlines color is ok!

In that case, it's just the artifacts... My protip: Do NOT use ImageShack, they turned lambent. Most Users recomment Min.us or Imgur.com.
For the outlines, check the head - it is almost the same color as the fill. The seperation between the white and black parts of the shell also vanishes, but I think that's more an issue of the gradient being too strong.

After have create a Minus Account and have revisioned some fills and outlines...

The head still seems a bit too small and the stroke widths still are inconsistent (for example, the feet have mush thinner outlines than the body etc). Also, now you don't have any gradients at all. The official graphics have gradients everywhere (with small distance too the outline).

I made a quick sketch to show a few things that maybe should be changed. You lack a few details and the shape of the head is still off, it doesn't look like Morton Koopa at all.
This isn't exactly how it should look like, but I hope you get the idea. Try to get some references of Morton to see how his snout should look.
I also think that the yellow of the spikes is off. Most artworks show him with white spikes.
Then again, I'm not proficient with them Koopas!
The main problem is that yours looks too much like bowser.

HOWEVER. Why are the spikes outlined so boldly with black? The rest of the body should probably be outlined that think anywayws, but the color just doesn't seem to work. I can tell you are using the Bowser reference, and if you look at it, the green flows more nicely with the yellow.
I would try making it a little lighter.
Also, the hair on the head is too pixelly. I know that sounds random, but it looks so... Bad compared to the rest of it.
Otherwise, nice job.
