This is true, which is why I think they should be tweaked by the community; we could also have a quota of points, like... a hundred points set out for five parameters or something.

Regarding your character:
It's a good start! I think you'll have to change the proportions of your character to give the impression he's tall.

the symbol animation is bad but its in the conceptual stages right now
That looks better but I'm sure the pose could be even better!

It looks better than the previous incarnate, but the newer one seems like your muscles are jiggling kinda like jell-o.(More-so the front-most arm)

Of course the official inserts would be balanced and what people do when they tamper with their local files... Well, I'm someone who'd let cheaters cheat. Except in multiplayer when the other players don't want it.
Obviously, the online mode should take care of checking the integrity of figthers and stats by comparing hash values from both player's files for example.

you wouldn't really need to check the integrity of files, when multi-player is implemented accepted characters could be hard-coded, as well as an option for the host to allow or disallow custom characters.
I doubt there will be matchmaking in this project so people fighting each other will know each other (to some degree) in order to get their IP addresses to connect.
so cheating shouldn't be too much of a problem anyway, at least not until the project picks up enough popularity to demand such features as matchmaking / random battles.

Integrity of files should always be checked on multiplayer. Always. The main .exe needs to be checked, too! If you don't, you will hurt my feelings.

Says previous, master hacker, who'd probably set all the stats on his character to 256. >_>
actually I'm fairly certain Game Maker deals more with ints so if he wanted he could likely set them to 2,147,483,647 Previous Norris or Chuck Previous?
Also the max value of most sensible byte types is 255, as 0 is usually included.
I don't know if I'm well known enough to have my character in this game, but I thought it looked like an interesting project so I had a go anyway;

He's (I'm?) supposed to be floating, not jumping, that's why its slow. I might add some eyebrow and moustache movement too.

Got rid of the floating and instead added eyebrow movement and a reflection sweeping along the monocle
this would probably be better in its own thread (AKA your spriting thread) rather than here if you want to try this style because unfortunately I don't think you're eligible to be in the game yet.
Ok then, I'll probably post here again if/when I become eligilble then.
Are characters still needed for this?
Not really until Ploaj says that we need to, as we need the base engine coded first before really trying to make the characters. That's kinda logical. Plus it kinda kills motivation to work on the sprites when we're not sure about the engine itself.(I'm not implying anything with this so don't take it the wrong way ploaj)
