You can slow the emulator down.
I use to pause the emulator and advance step by step, saving in each frame advanced.
Something like: pause, step foward - save - load, step foward - save - load, step foward - save - load, step foward - save - load... until the sprites change, when it change, I go to vSNES.

still the frames were as hard as heck to close in on
The software AnimGet is a good option too. And be sure to disable frameskip (although I'm pretty sure you did that...)

can it rip enemies off screen because the torch Ghost pirate has walking frames that he only does if he is 3 inches off screen and when I savestate on those frames they are missing parts
No buddy, for off screen ripping I only know vSNES.
Hint: while using vSNES always pay atention to the tiles...

what do you mean by "tiles" because if you mean sprite tiles I have tried to get the frame and the pirate is missing his hand and the torch even with all the switches on

oh wow I feel kinda stupid for not trying that but when I do open it up all I get is a random mismash of tiles how do I make that clearer?
Adjust the window size, the tiles should line up.
Then again., sometimes they don't and you have to put them together yourself. Like a jigsaw puzzle
Normally the "interesting" tiles are in the botton, so scroll down.

I have a whole page and I made an assembly using all the pieces I found that I deemed usable and sorted them into different sections Head, body, and legs hopefully you can make heads or tails of it
This MemViewer sometimes its the only wait to complete a frame that goes of screen, in
this sheet I needed it to complete some frames.
I recommend to activate a proper grid in your graphics program, in this case 8x8 pixels.
