It means to move the movement of the cape and hat later, so that they start moving a frame after the body does.
This should be correct.

Eyes are a bit small and the side, but it's a great improvement! I love it!
the animation could be a little faster. It seems kinda boring at this speed.
That and his feet feel too blocky.

Edited: I had to change the pallete so that the laser beam's pallete can fit through M&L3 backgrounds.
his body doesn't really move much at all.
He's kinda just.. "nyeh", instead of putting force into it
Maybe have him throw it more like a Frisbee.
Geno now throws his whirl with force.
The feet are still alittle blocky.
Plus I don't really like how the cape just stretches out when he sticks his arm out. Getting better, though.
This is one I made a few years ago. It isn't great, but it's a little smoother.
The blocky issue on Geno is fixed and the stretched cape problem.
