Somebody might do the sounds but music isn't allowed to be submitted, since that's sold through soundtracks.

He didn't say he wanted it to be submitted. He only wants them for personal use.

Well yeah... yeah didn't think of that. I just tend to think that most requests result in the rips being submitted. I guess you're allowed to have the ripped music as long as you own the game (right?).

But in that case whoever rips it would have to PM him (at least for the music) so that nobody else can download the files.

I don't think it'd matter that much if others could download it because it'd be essentially the same as downloading a ripped soundtrack you found online (and is technically what it is).
And yeah, of course the sound effects would probably be submitted, but it doesn't mean the music has to be.
