It is funny how the main three aren't included. They could go crazy with variations for each of them.
Mickey - 1928 version, 1930's, wizard outfit, and modern.
Donald - early 1930's version, any from popular comic stories, and (most unlikely) Maui Mallard.
Goofy - Dippy Dawg prototype, Super Goof, Goof Troop design?
They could include more of their other live action film characters. Pirates of the Caribbean isn't enough.
Hebie the Love Bug, as mentioned before. Tron. Characters from The Black Hole. Any others i can't think of.

While I would love to see Darkwing Duck, almost no one that this game is marketed at will have any idea who he is. Same goes for the people Goemar was mentioning, whose supposed to know who they are? This game is marketed at small children from what I can tell and only well known characters that Disney channel still shows off will be there.

Audience assessment is wrong. Small children won't know Jack Skellington. There's definitely a certain amount of fan service going on.

Y'know, if it wasn't for Phineas & Ferb, PotC and Jack Skellington this would be called Pixar Infinity. And to be honest I'd prefer that, since at least it would make sense.

Every Halloween Disney shows the Nightmare Before Christmas on Disney channel. Having younger family members that channel is on relatively often and every time it's Halloween the opening of the commercial for the movie marathon always has Jack in it.
Jack is relatively well known, he also has made an appearance in all of the Kingdom Hearts games (I think).
On a side note The Nightmare Before Christmas is a huge part yet and probably always will be of the goth community. I have several friends who are goth parents who raise their children with this being a cherished holiday movie. Not saying it's strictly for that sub-culture but it still has a continuing influence.
Aside from that Nightmare Before Christmas memorabilia is all over the Disney store at my local mall, all around the year, and I'm positive Hot Topic will never stop selling its shirts. It's one of Disney's better known movies from the 90's and the fan-base is still growing stronger.

I'm pretty sure Jack's influence far outshine's Darkwing Duck, so I doubt that he'd ever be included in a game like this. Don't get me wrong, it would be awesome, but the series hasn't really been prominent since the 90's (As far as I know).

There was that new comic series by Boom! Studios. But it and the rest of Boom's Disney license went to Marvel.
Who knows if they will bother to either continue or reboot it.
