So i was ripping from TMNT using animget and this happened :

The sprite has small pixels around it,like if it was a JPG image but it only happens when i use animget or i prnt scrn
Why is that?
It would be interesting to know what console and emulator you're talking about. As far as I know, some emulators blend pixels together because the emulated console didn't use square pixels, but wider ones. Thus, you end up with these blurred spots that look like some sort of anti-aliasing.
As in, the actual image would be wider, but is scaled vertically to get the correct spect ratio. This is just a guess, though!
Similar to Previous's suggestion, you may have a filter on. Of course it depends on the emulator you're using, but some emulators like VBA have visual filters you can enable that can "improve" how the game looks, usually by anti-aliasing.
I'd say check out your graphics settings, and set them to the most natural settings you can find ("no filter", etc).
Can you post the original image? I can compare them with Photoshop to see what is causing it.

I'm using MameUI32,the odd thing is that it started happening recently

No, it's not the original however if he's using MsPaint and using the background eraser trick, it's because he's missing (as in not touching) the pixels. They're not stray, just an accidental mistake.
Nu-uh. I've checked it as well and I see what T0misaurus means. Just take a look at the sword - paintbucked some of the clusters ro the right of the sword and you'll see how there's a band of slightly miscoloured pixels next to it. The same applies to many other parts of the whole image and not only between sprites and backgrounds, but already withing single sprites.
It's only a teeny-tiny difference of one or more of the 8-bit colour channels being one step of. So it most likely isn't part of the game (you can't have such fine differences with lower colour resolutions).
Now one could argue that it's not visible, but it makes erasing backgrounds more work and the ripped sprites will be slightly off due to the colour mishaps within - not visibly, but technically.
I have no idea what may be causing this, though.

Does it happen with the emulators built-in screenshot utility, too (of it has one)? Or what about other programs?

You could try screenshotting this for example:

The problem is his settings then, and since this is MAME, we would need to know how he uses it and what settings he uses.

For example, I still use v0.81b and I drag-&-drop the zip into a shortcut with different settings. If he's doing something similar, putting this at the end of Target: should help a bit:

He could try fraps and use the screen capture feature, I recommend he records himself playing.
When the movie is played, he captures what he needs and saves the screenshot in .png format.
Try importing the screens to animation shop 3 or gimp and editing out the palettes in each frame.

It will take a while but thats the best way I see to do it.
