Different doesn't always mean good. Try making Oil Man and not MegaMan with a Oil Man mask on. People give you advice to help you, there is a LOT of talent here. Ignoring them is simply rude and you'll never improve.
He looks too much like Mega Man and his poses are too much like Mega Man. I suggest making his buster an odd number of pixels tall so the spout is pointed, longer too. His head looks too tall by roughly a pixel. Perhaps get more accurate colours as well. After looking at the official art, you also lack his shoulder pads/armour.

I don't even know where to start the rant. Ok, I'm going to start about the colors: the blue color you chose don't exists in NES palette.
Here, there is the palette (I got when I googled it. You should try)
Also I might add that character sprites got 4 colors, one of them must be the alpha channel (transparency).
Second, all robot masters (except for Protoman, of course) is bigger or smaller (Iceman) than Megaman. And all of them got a different standing than Mega (legs wide open, arched backs... I think it's supposed to be evil) Also if your sheet shows a different posing when he shots, why you don't do this edited pose instead of the plain recolor?
In short, not a good edit, it's only a recolor. I've seen so many Megaman recolors...I'm kind of feeded up with Megaman recolors (not to mention Sonic recolors). Try something different! Custom poses! Different faces! A bit more effort wouldn't hurt...

While I'm agreeing with almost all what you've said, some Megaman sprites have more than 3 colors. Megaman himself has 5 colors (black, peach, white, blue, dark blue), so I don't see anything wrong with the sprite, palette-wise.
i think oil man is a good idea =). but is blue realy a good color for oil?

For a first sprite sheet this is pretty good. However, the poses scream "simple megaman edit" which doesn't look too great on the surface. I mean, there's nothing wrong with a megaman edit, but considering that he's a robot master, he should have his own original sprites.

Wow,thank you dude...I have never heard anyone say I had talent at spriting in the MUGEN area....I guess spriters are nicer,since its harder to steal stuff.
And so far,here is Oil Man...I reshaped the nozzle,and I added it to all of the sprites so it would look like how Oil Man normally looks....I also made his idle look like how the robot master pose (thanks uchecia) and some different then mega man shooting poses (thanks again for the ideas,uchecia)

Well, you can tweak even more those sprites, the face for example. Some posing still remember a bit Megaman. Don't forget doing a ridiculous Power Ranger-like pose too.
And years ago the international mugen community could be brutal at some forums, just try to improve and listen to constructive critiques.
Oh... And as a friend of mine usually says (I bet he stole this somewhere) "Oh, but you ARE special. Like everybody else".

The face on megaman characters (or it might just be megaman) is its own 8x8 tile, which means the face colors are supposed to be thier.
