I was wondering about that as well. The AI feels fairly competent to me. No less so than they already were.
They can, they've done it before. Lucas and Shiek are notable examples.
Actually, I kinda wish the Mewtwo looked more like this than anything.
It just looks so much more correct when the torso is wider, the head is smaller, and his thighs are large like all the art shows. At least to me.

Although personally I don't like the word "armored". I don't think that shit in the movie was meant to be a protective armor ... more like ... science stuff that was enhancing and/or taking data on his abilities.
It was actually limiting his abilities so Giovanni could control him... didn't work out too well.
"Inhibitor" is probably a good word for it, then.
Inhibitor doesn't sound nearly as easy to remember or catchy, is why. I don't think they thought much about the specifics.
I'm pretty sure it is referred to as "armor" because that's what Giovanni convinced Mewtwo that it was.
Yeah, in terms of canon application, it actually DOESN'T make him more powerful. However, people love how it looks, hence people wanting to see it.
Also if I remember correctly, that's the first way he appears in the anime, although I know for a fact I saw the movie BEFORE I saw the episode he appeared in.
