Looks nice, but maybe your using too many shades there. If it's one thing I learned about pixel art, it's that you should use multiple shades only when necessary.
If this was a large scale piece of art, I could see why you would do that. Since you're making pixel art, though, it would be much easier to focus on using one shade at a time.

Though the smoothness of that circular head is really nice!
The rest of it doesn't seem bad so far. I can't really see anything especially bad with the jacket, other than it might be kind of small compared to the top half of the ball (assuming the character is a ball).

I think it might be too smooth. The face looks blurry, and unless you're using a transparent background, smooth outlines can lead to really ugly results.

Yeah, I guess I was going for some glossy, soft look at the time but I agree: the look of the thing is too soft, and has too many shades.
I don't know if I'll reduce the amount of shades greatly (I'll probably get rid of one or two at the most), since I do like the soft look, to an extent.
