He was literally a shoehorned character due to the fact that DKC3 was originally going to have Donkey and Dixie going on an adventure to save Diddy Kong. However, there's a main mechanic of the SNES DKC series that prevents this from happening.
In each title, there's a "strategy" to using either Kong. In the first game, it was using the right Kong in certain situations: it was easier to clear pits with Diddy's cartwheels whereas you needed Donkey Kong most of the time to defeat characters. In the second game, it was about using Dixie's helicopter to traverse difficult section. In the third game, it was using Kiddy's team-up toss appropriately.
In all three, however, the "strategy" I'm referring to is how Kongs carry each barrel.
In each game, one Kong carries barrels in front of them, throwing the barrel underhanded, (for opening pathways, and quickly dispatching barrels to defeat Klaptraps etc.) and the other carries the barrel overhead (presumably for strategy including destroying Zingers)
This also impacts other aspects, such as the trajectory to which the barrel is thrown and the speed it's dispatched.
In DKC1, Donkey carried barrels overhead; Diddy carried them in front of him.
In DKC2, Dixie took Donkey Kong's role in carrying barrels overhead. Diddy Kong continued to carry barrels in front of him.
In DKC3, Dixie continues to hold the barrel over her head. However, including Donkey Kong would have to mean that they would have to either retcon his character and he'd have to throw them underhanded. Instead, why not just create a new character with the exact same properties of Donkey Kong - that way, the brute-strength attribute DK possessed from the original AND the underhanded barrel tosser role could be carried over without it being too weird.
So they created Kiddy Kong [probably on a whim, too due to Nintendo's strict deadlines] to fill that niche.
Despite his practicality though, he's probably one of the worst Kongs though because his character design is just straight-up uninspired.
In my personal opinion though - Diddy Kong's the best Kong. I don't know why but there's just something kinda cool about him. Like, how a 7 year old finds Spiderman cool.
The worst Kong, though (besides Kiddy of course) would probably have to be Cranky. I think they literally gave Cranky that cane to beat dead horses with because he does a pretty damn good job at it in all the games he's featured in.
Truth be told, I used to like the DKC franchise a LOT more, but it feels like Nintendo took this weird spin on it and now it's like their version of The Proud Family or something. The characters are just kind of...crap now. :/
