This would belong in errors but yes, I've always felt that super short songs like that should not be counted as sound effects. Yet some submissions have them...

So how long would the (songs, fanfares) have
to be in order for them to be approved?
What I'm saying is that since they're short songs they shouldn't be accepted at all. I think a discussion was had about this and we came to the conclusion that jingles like that could be acceptable but overtime I've realized that that type of stuff really is short music instead of just ... well, sound effects. What do others think?
I'd agree but it's... a bit more complicated than that? I understand not wanting to rub elbows too hard with copyright in regards to music but the other thing to think about is that, if we're doing this with any sort of regards to archival purposes, tiny ditties and fanfares aren't often included in official soundtracks (especially unused stuff) or even some gamerips, so Sounds Resource might actually end up being the only place TO find some of these things. It is a bit of a grey area, for sure, trying to determine what is and isn't a sound effect, especially in regards to that Melee upload. Most of it's easily found on Melee soundtrack rips so I'd say my point is moot here but not necessarily for every case...

Yep, this makes sense to me.

Another thing that bothers me is some games use public domain music, or the devs/artists allow the free download of the songs as-is. (In that case, a rip is pretty pointless, anyways, but as aforementioned, archival purposes) But yeah, site policy strictly says "NO!" oh well...

Anyways, that's my $0.02 on that subject.

And hmm, the tags in auto-generated PM's should be quite useful!

Except those aren't always easy to download, and the video/audio quality is not up to par with the original, more often than not.

I can definitely see why someone would suggest this.
Except that to efficiently host them, they would need to be uploaded to YouTube anyway. The logistics of providing streaming video make it totally improbable to do ourselves.
For some statistics, the PC version of Metal Gear Rising is about 25 GB... and about 18 GB of it is FMVs. The actual game is about 6-7 GB.
Same with Final Fantasy 13 which comes in at 60GB, with FMVs of about 46GB of that.

Like Petie said, the only site out there that can handle it even with bad encoding is Youtube, who's owned by Google and their large budget.
