Yes, it's his Other M design. Actually, Other M's Ridley isn't even Ridley, but a clone of him instead, with the most insane backstory they could possibly have created.
I'm also pleased they opted not to include a playable NotRidley. I'm just hoping Nintendo wises up and drops all the Other M-related assets soon because I'm sick and tired of being reminded of that game, and I know I'm not the only one.
I'm actually really exited for 8-player Smash. Every time me and my fiends get together to play some smash, there's usually 2 or 3 of us left out so this should be really fun to try out.
I don't EVEN care that Ridley isn't playable anymore, MEWTWO IS BACK, he was one of my most wanted characters alongside Ridley, K.Rool and Bowser Jr., TWO of them are in, so far at least, NOT to mention all of the new features, TAKE ALL OF MY MONEY.

Yes but he won't be available immediately at release. He's going to be a free download for anyone who's bought both versions of the game sometime in the spring.
I'm assuming if you only bought one version of the game you'll still be able to get him as a purchasable download.
So Ridley is nothing but just a fucking mess of a concept.
So close to being a playable character, attacking and being able to be knocked out and all, yet only a pixel too short.
Sigh.
As for Mewtwo being back, well, that's overwhelmingly fantastic, and I'm so happy they finally did it, but hey, we all knew that was going to happen anyway.
Mewtwo coming in 2015 though, Christ almighty. That long for one character?
EDIT: Hold the hell up. Considering that Mewtwo's already a trophy in the 3DS version, Wolf, Dixie, K. Rool, and Chorus Kids could make it in as DLC in the future as well. Could being the key word here.

It takes longer than you realize to develop a character. But even then, the developers have been working ravageously nonstop on this game since its inception. I wouldn't blame them in the slightest if they decided to take a long break once the game is finally release.

I'm not sure which rumor it was... but... unless something OTHER than Ridley was what disproved it... it could still be alive. Gravely wounded, but alive.
Ridley's basically a CPU exclusive fighter in this. Even has a KO icon and counts as such. It would be VERY easy to look at test footage and think he was playable.
In short... it's not over until its over...
And Mewtwo's confirmation throws everything BUT Ridley back on the table. Mewtwo might not be alone after all...
So, we might have a few more surprises left.

I was referring specifically to a convincing yet ultimately fake "leak" that included both Ridley and Bandana Dee as new fighters. Since one was disproven that means the other is also fake, since they were both part of the same leak:
