I also know that he'll ignore fan demand if he doesn't think a character is right. Look at Ridley. He was very much aware at how popular he was. But ultimately Sakurai decided not to have him be a character.
The reason I don't think Shovel Knight has a chance is simply this: "Not relevant in Japan" yup that game has yet to be released in Japan so I highly doubt Sakurai has even heard of this game.
Sakurai wasn't even aware Kid Icarus already had a sequel, simply because it was never released in Japan.
If Shovel Knight proves popular enough in demand, what stops Sakurai from taking a look?
And if they said they'll only look at characters that are interesting, what makes Shovel Knight not interesting? He wields a fucking shovel!
I'm not promoting him, since I voted for Tails, but dismissing him sounds shortsighted to me.

The problem with Shovel knight is he's a third party character that hasn't got a Japan release, and Sakurai isn't just going to add any third party character to the mix.
Snake, Sonic, Mega man and Pac-Man are all hugely popular characters around the world, and shovel knight is only popular to some people in America and Europe.
If Shovel knight was a Nintendo made American character he'd have a higher shot, but right now that third party barrier of entry and popularity isn't giving him a fair chance of making it.
The point is that if there are enough votes on the ballot for him, it would at least potentially spark curiosity in Sakurai to see what all the hullabaloo is about (assuming he has no idea who Shovel Knight is already, which is likely).
If he sees him, gets a chuckle out of the style and finds him interesting, that could boost his chances, maybe even pave way for a Japanese release of the game. If he doesn't find him interesting, then he'd skip him, and the third case is that he just doesn't notice him at all.
I'd actually find it hilarious if he made some sort of new Kirby character, Meta Knight's dirty hobo cousin, Shovel Knight.

Is shovel knight really on that level? I thinks a good game but one of the most overhyped games ever
I think Shantae has a better (or just as much as a) chance than Shovel Knight, mostly because of three things: she's become the poster girl for eShop indie games in recent years, her games have mostly been on Nintendo systems, and she's got David Hasslehoff-tier popularity in other parts of the world (hell with all the fanart in Japan, she's got potential to be their Mother 3).
Then again, considering that this is a ballot (meaning that vote count > everything else)... Nevermind!
It's not my fault I feel so fucking charmed by Shovel Knight. Overhype doesn't just fall out of the sky.
I feel like Shovel Knight has at least a better chance than a lot of other indie characters... not only is he immensely popular, but Nintendo did a lot to promote the game last e3.

Certainly not. Mother 3 has a very unique distinction of being part of a series that has only one third of itself released internationally spanning all the way back to the 90's. It can't even be comparable to Fire Emblem, which , despite similarly being released in only its native region, had a whole unseen series under its belt.
However, there is a certain mystique to foreign game properties. I think if the fun gameplay and colorful characters of the series get noticed thanks to the ballot, then he has as good a shot as any other indie character.
In fact, ANY indie character as playable would be a tremendous milestone.
