I haven't touched Blender in a long time, but you should be able to load most model formats through it with the textures already, well, there. If not, something's wrong with the UV mapping.

Any model viewer is able to do this, unless the textures aren't assigned to the model or the UV map for the model is missing.

You can use 3DS Max, though you may have to create materials and assign the texture(s) to the model manually. Since the model contains all the UVW information, this usually amounts to a few clicks followed by a drag and drop.

Noesis works well, or you can use something like Milkshape or some other 3D program

3DSMax is insanely expensive though.
I recommend using Blender instead. It's free, and easier to use.

Misfit Model 3D is a great program. It's small, simple, and does just about everything you'd need.
