Does the model have bones? If so, then just click on the bone and move it.
For example, let's say we have a model of Yoshi, and we want to move his right arm. You highlight the right arm, then use the rotate tool to move his arm where you want it. The way you control bones depends on the program you're using. (i.e. In Blender, you right-click the bone, go to Pose Mode, then hit the R key)

If the model doesn't have any bones, you'll have to add them yourself.
