idk, i sorta like nintendo's wario more. it has some sort of charm to it, i guess.
That's true, and I enjoy it(moderately) as well, but it's really low-quality(especially by Nintendo's standards) and doesn't represent details very well, in my opinion.

Another attempt at surpassing Nintendo's sprite, this time not dropping the amount of detail.
I think I read somewhere that Wario's sprite is directly from one of the Wario Ware games.
imo Nintendo's is not that bad. Does a better job of help you understand that it's Wario with the eyes and other features instead of focusing on minute detail.

Oh look, a thing again

I've immediately spotted a place I should've added anti-aliasing. Welp.
I love how I just restart repeatedly and never actually accomplish anything.
You're going to make your life a lot more complicated with the extra dithering and noise, when it comes to animating. Your previous version was a good compromise imo!

I fully agree with Chris2Balls. You really don't need those techniques right now, especially considering you seem to be doing this in a somewhat cartoony style. Learn to use blocks of color to represent things like shading and material instead of lines like you are with the muscles. They can convey a lot.
always agree with chris

quick edit to show that simplifying it helps with readability and stronger forms/shapes. im shit at muscles tho so idk how to do it properly.
I honestly hate that. It looks like he's a chiseled statue with flat surfaces all over him when Wario really doesn't have any.
Focusing on the arm,

This is what I'm willing to do as far as simplifying the arm goes. I touched up on his hat and nose shine.
I think your version looks kind of...veiny?
I was going for that. Is that a bad thing for a muscular guy?

Compared to your current version which looks like the head of a cauliflower. It looks really abnormal compared to his overall physique. I'd try to find a balance between the two if anything.
I don't think the outlined look is inherently wrong so much as the muscles are not quite correctly drawn

Honestly though at this point, I think you can just continue with whatever else you wanted to do if you feel that's the best move.
You might get more out of focusing on something else, because muscles are difficult and you're just not going to learn how to do 10/10 musculature by redoing a single sprite over and over again, and there may be other opportunities to learn from this little project that you might not experience if you stay stuck here.

Of course, you need to put in the effort to learn, but I think there's been enough attempts that moving on wouldn't be laziness. I do think you should do some studies on muscles separate from this sprite at some point, but don't sweat it. Even if you move on, the sprite looks pretty enjoyable as it is, I think.
I don't want to move on because I actually enjoy spriting/drawing muscles. It makes me think more than I usually would. Can you provide any specific examples of how the muscles are off? I'm pretty sure that I'd just need to redraw the whole arm because the shape doesn't lend itself well to trying to use a reference or something similar.
I want to try this:

Here's a rough arm sketch. Just to correct my understanding of the human arm, is there anything anatomically wrong with this rough sketch? I mean... other than how stubby the arm is. (I know the muscles aren't shaped perfectly.)
Well for starters, that drawing doesn't really look like anything remotely readable.

Second, since Wario is a heavily stylized character anyway there isn't much reason to give him the muscle structure of a regular human. Combining realism with cartoony aspects is fine but you need to find a more delicate balance cuz detailed muscles tend to look really out of place on stuff like this.

Also, you got a real ego issue from the looks of it. get your head out of your ass with shit like "I'm pretty sure this undeniably looks better than Nintendo's." You sure do seem to criticize others a lot for someone who's disregarding the advice of everyone else in this thread.
