Really solid work, I like it! I especially like how you applied the shading highlights, it's really effective in representing the material.
I do, however, want to ask one thing; the eyes appear uneven even though the head isn't tilted (as indicated by the helmet); is this a stylisation decision to show more of the eye?

More or less. I tried doing it with even eyes, but the far eye just looked non existent .

Perhaps try making it a bit thinner and moving it to (our) left a bit? That might help a bit. Otherwise you could consider making the face broader in general.
Overall it's a minor nitpick though so I can imagine you'd also just want to leave it as is, since it's really great work none the less.
finally attempting to rust this guy out a bit. I think i got the practical effect down, just needs touched up. I need to make the edges to it less clean, etc. But i think its a good start, yeah?
trying to convert the old sprite up top into something that fits the ingame style.
Might get something animated in time for halloween.

is the red palette too hue shifted? (orange>red>purple)
The hue shift looks perfectly fine to me.
Though the shading on the right side of the "zipper" seems a bit off to me. But I guess it's just because it's a wip, so keep goin man !
Compared to the shading on the face and hair, the hue shifting might be a little much, yeah.

should i tone down the hue shifting on the red or bump it up on the other bits?
Tone down the hue shifting on the red to see how it looks. If you can't get it to look good then just leave it as it was before.
the red looks fine but the rest does not seem to work well together - add some hue shift on hair and skin. The red color ramp looks nice and the other color ramps would benefit with a more dynamic hue shift

should i keep it consistent with shifting from yellow additive, base color, purple additive or try unique shifts to complement the individual colors differently?
