The problem that i see in the first look is that the frames look placed randomly. You should line up frames that make up a single animation together, for ease of use.
However the main reason it wasn't accepted is that it's nothing more than a resize/recolor, which isn't all that hard to do, honestly.

That's because I didn't change the placements on any of the sheets when converting them. They're all in the exact same positions as the originals.
I didn't think they would've really cared about them being fully original or not, especially since not a few of the sprites they've accepted are not entirely made from scratch.

yeah, certainly - though it's such a gray zone in this case. Many games do put graphics under filters and treatments to use as sprites, but I'm not sure if they can be accepted..
