The immediate thing that jumps out to me is the lack of contrast between shades and pillow shading, especially on his limbs.

I would have focused on working on the style of just one of the sprites before making any animations. My issue with that is because I can already tell that if I were to put the frames together in a .gif that it would just look choppy.
You have to remember to focus on one thing at a time rather than trying to make everything then putting it on a sheet. Try taking a few steps back, correct some of the issues that Ton pointed out in the idle sprite. Then the next thing I would probably do is make a few rough animation frames for the walk cycle. That way you can get a better grasp of not just making the sprite but being able to animate it as well.

you have a good idea for things but the execution is poor. Making a "building parts" approach for character creation will often yield choppy and weird animations, so never be afraid or lazy to redraw poses. That's how animation works.
the colors lack contrast, hueshift and pixelart care (exploding bomberman is just a ball with white lines forming an asterisk, that's not how exploding works.

it means that your pixel art is not good enough to be approved.
It usually means that there are some technical flaws with the drawing or with colouring.

- The Bomberman pixel art in the first sheet of yours was nicked from James Beaver, whom you didn't credit (but you did for Kelvin).
- The pixel art on the second sheet had been stolen from CaitlinTheStarGirl's SA3 Character Select-style sprites, namely the Red Bomber's. You completely ignored the note left in the description...
- And finally, not only did you use Kelvin's sheet as a base for your new one (whom you decided not to credit this time), the head sprite was taken from Ahruon / Butler Wolf's sprite for Card Sagas Wars!
