If you intend for this sheet to be the Ultimate Sonic 1 and not just a collection of recolors and frankinsteins, then yes and more.

Hackers do an amazing job, but even still they recommend you playing with the default settings. Such limitations were most likely made because there were no decent Sonic 1/2 version of those sprites. An example of such is the Super Sonic sprites they used. Instead of a recolor Sonic, they used these sprites so Super Sonic looks Super no matter the position.
Another example, compare the Prototypes of Sonic and Tails sprites to the reshading/fixing up of these Knuckles Chaotix Sonic and Tails. He did more than recolor the Prototype to have Knuckles Chaotix color scheme. He reshaded parts so they look more accurate looking.
The first three rows are comparing 3 sprites from the Prototype with the Customs accepted. Note that he reshaded the sprites so they could look more accurate to Knuckles Chaotix.
The 4th Row has the Prototype and the Custom being compared to an in game sprite. Which looks better?
The 5th Row is a Sonic 1 Sprite, a Sonic 2 Sprite Recolored to look Sonic 1 and a Sonic 3 Sprite recolored to look Sonic 1. Notice how vastly different Sonic 3 is to Sonic 1.
The 6th Row is two sprites from this sheet. Outside color (because I copied and pasted it which messed with the colors), do they look similar to Sonic 1 style?
The final row is a Sonic Battle Pose that is on this sheet to the Sonic 3 Sonic Battle Pose that was not in Sonic 3 Complete. Notice a lot of shading similarities?
Making these poses into Sonic 1 style is a lot more work than copying a head and recoloring. You have to make sure they look accurate to the original source. And that means not only reshading but also reshaping the sprites to be close to the original. Here's an example of the reverse.
The Sonic 3 sprite is doing the exact same pose as the Sonic 1, but notice all the differences between the two. Its more than just a recolor with Sonic 3's head on top.
EDIT: An example to see side by side
Hmmm... All of these are interesting points. I didn't make a lot of the sprites, as this sheet composed of a lot of custom free to use Sonic 1 sprite online. Honestly, the styling thing might be fine, but I can see what the problem could be with the palettes. Some of these sprites were taken from Sketches Sonic 1 Mania Sheet, which has more detailed shading while still staying true to the original palettes. AsuharaMoon claimed to have fixed the palettes, but maybe I'd have to check up with him to see if they are 100% correct. However, I'm very glad for all the feedback for the sheet, and I hope to update it, and have people submit they're own sprites for the sheet, while more sprites are made over the summer.
These sheet seems shady, My source said he gave you permission to use his sprite but didn't know it was for this sprite sheet. Also there's cinnosu who I doubt given you permission to put that on the sheet. In fact I doubt you asked for permission to even share any of these sprites.
Also missing someone? Those extended Sonic 1 walking frames looks very familar...
oh right:
You straight up stole the extended Sonic 1 walking frames from Sonic Next Level by Markey Jester without even crediting him.
Also the extended running frames are from next level:
The thing about the frames from Next Level is that Markey Jester never released the sprites in a sheet so someone had to have stolen the sprites from Next Level. I'm guessing one of the credits on the sheet actually stole the sprites and said they were his/her's.

If this is correct, you didn't even credit anyone from Sonic 3 Complete.
So for those wanting to use the sheet I recommend not since there is some super shady things going on here.
I'd like to be proven wrong but there is just too much evidence pointing to this sheet having stolen art.
I should also mention that it's not ok to make a sprite sheet compilation without asking for permission CLEARLY first from everyone you want to include. They could say no for multiple reasons since even though it's "free to use" it's not "free to share".

Well, crap. I'm sorry I forgot to put Markey and the Sonic 3 Complete team on the sheet for credit. I will make sure to update it as soon as possible so there won't be anymore controversy. As for Cinnoso is that the extra sprites for mini sonic that were made by him are part of a VERY old collection of sprites that were archived on a page of the SFGHQ's sprite section, and they WERE free to use.
http://pc0.hapisan.com/sfghq/sprites/sonic/sonico.htm As for MarkeyJesters sprites, I got them off a sheet with other sprites just compiled together, and the sheet itself didn't credit markey, so I guess it's not entirely my fault, but I can still see the big problem.
I would love this sheet to be used, and I don't want it to seem like something shady is going on, because this is meant to be a sheet that everyone can use.
You should still ask permission first to add sprites to your sheet, since even if something is free to use that doesn't mean it's free to share.
I don't think MarkeyJester or the Sonic 3 Complete team ever gave permission for free use of their sprites. I recommend you to remove those sprites from the sheet and try to see if you can get permission from them before you go and credit them... since they currently have no clue that their sprites are being used here.
Not my place to say anything on the manner but sprite theft isn't exactly something that's tolerated on these boards in any way shape or form.
There have been a number of other users who've tried to get away with it and end up getting caught. With that in mind that seems to be the case here with some misunderstanding of what free to use means. I'm guessing this is your first time doing something like this OP.
From my perspective you're just better off making your own work instead of taking someone else's, less of a hassle and you don't come off as a thief which no one really likes. Plus you gain new skills as well doing things yourself with the proper critiques which most would be willing to offer here for you.
I'd whittle this down to a case of somebody not knowing some of the terminology or an understanding of how people operate with sprite sheets. I don't think anybody here is looking at you as a thief, just that what you've done is considered a bit of a dick move. Not that you knew you were even making said dick move.
Just keep careful, and I'd suggest not working off of other people's work in the future without explicit permission prior. That includes any fan creations - romhacks, fan games, custom sheets, edited sheets, etc.

I swear to freaking god. I would NOT make a move like that you described. I did NOT know at all, and I do NOT want to remove any of the sprites because it took me a LONG time to compile them all, and all the sheets I got them from I assumed were free to use with sprites on the sheets that people were fine with. I'm trying to talk to as many people as possible to resolve this, and I've already sent a friend request to Cinossu to talk to him. Plus, one of the sprite sheets I got the sprites from I realized Credited Markey for his sprites. Sure, it was just said as "The guy who made Sonic 1 The Next Level", but still. Neverless, I'm still gonna try to sort this out if anyone is still complaining, because I don't want anyone to hate on this sheet just because I haven't asked for permission.
well, they *aren't* complaining. they're just enforcing the rules of this community, which is part of their duty as members of it. we don't mean any harm as long as your willing to cooperate.
i'm with Dazz in that ripping from fan games/rom hacks is one of those grey areas of sprite-ripping - it is probably best to either contact the original creators and ask permission to rip/use their sprites (which you appear to be doing now, so good). these sorts of community projects are more precious to the producers than say, a budget production of a video game to be sent out to the game industry for profit.

I've already contacted Cinossu. He's cool with using the sprites. Others like Goku, and Sketch have also let me use they're sprites too. Someone named Joshthehedghog33 has also made a ultimate sonic 1 sheet, and is letting me use sprites from his to make it even better. As for ripping the sprites, many of these were taken of other sheets. I didn't really steal anything. How was I supposted to know that one of the sheets I was using contained sprites by Markey without his permission? Anyways though, planning on contacting him for permission to use his stuff. Also, MotorRoach suggested a way to identify who made what sprites, so I'm thinking about making a color coding system where each color that underlines a sprites corresponces with a creator of said sprite, so people know who to credit if this sheet is used. The colors would be underlines for the sprites also, so it wouldn't detract from the way it is organized.
but what about super sonic?
Well, this is the Ultimate "Sonic 1" Sheet... because Super Sonic appeared frist in Sonic 2, it's no wonder that Super Sonic wouldn't be in there.

If there was a Ultimate Super Sonic sheet, it would be based on Sonic 2 because Sonic 1 doesn't have any super sonic that look unique to the game. But, the ultimate Sonic 1 sheet could possibly at least get super transformation sprites since it lacks those at the moment.

I just realized sonic's palette is wrong. Sonic's shade of blue is more of a purple in this sheet. I'll post a screenshot as an example:
EDIT: It's been fixed.
So I come back and I found out that you still didn't get permission fron MarkeyJester for his sprites on this sheet, but you still kept them on this.
It's still stealing someone else's work. You don't put them on a sheet and then ask them for permission. You have to ask for permission first, and wait until it's given to put them on the sheet.
