Honestly, it feels like Princess Daisy, if she was conceptualised to be in Sonic instead of Mario. There simply isn't another way to put it.

While you have the accurate colors, it's just Tiara cosplaying as Daisy with a alternate red dress, with Peach's gloves. Yes, she's a Princess in Mars and at least one iteration of X-Treme, but maybe look into the background of the character to develop her better. She doesn't necessary need to wear a dress to identify as a princess. Look at Sally, for example.
I commend the effort, though.

I guess she's also got her own royal sceptre.Well princess Sally Acorn has wore blue boots and blue short jacket before she married Sonic the Hedgehog in Light Mobius.Then she wore royal dress and crown of Queen. 1. It's up to you. I'm being a bit nitpicky about it, Tiara is one of those characters I've not lost interest in over time, so forgive me, I was a bit disappointed to see Mobian Daisy instead.
2. Yes, she does. IIRC, it's related to her powers in at least one iteration.
3. If she married Sonic post-250 (excluding the 25 Years Later storyline), then I am very unaware, I know almost nothing past that point in the comics. Also, note what you said, as I highlighted in bold: Queen, not Princess. As for what she wore before IDW acquired the license, again, I am unaware. I wouldn't be surprised, but it's not her regular attire.
Let's jump franchises for a second. Ashe in Final Fantasy XII is a (former) Princess. Let's look at her Gallery. She only uses a handful of dress-like attires throughout the story, namely, the beginning and end of the game. The rest of the time, she is dressed like this.
4. Admittedly, there are similarities between the reference I provided and the reference you found, but I would advise you to look again at the reference you provided. The attire is quite similar to the reference I provided, yes? I'm not pushing you to ditch the dress, if you look through the Tiara Boobowski (X-Treme name) gallery at Sonic Wikia, you'll find a whole bunch more concept art for the same character, one of which contains a dress.
