Looks like that tool YoshiCrystal mentioned now has a GitHub page (here: https://github.com/KillzXGaming/BFRES-Tool). You'll have to compile it yourself until there is a release unfortunately.

Yeah, I almost post the link but I see that you posted it. Also you can compile it with Visual Studio (you need to replace the OpenTK to newers ones) and you can use the program!
