when I ripped the iso and extracted the game files for sonic colors, I found these files

what are these file formats and how do I extract them?

All of Sonic Color's assets are stored within that "sonic2010_0.cpk" file seen in the screenshot you provided.
In order to extract the files from it, use the QuickBMS script below (tested and it works fine for me).
From there, you'll get a bunch of ".arc" files, and you can use a tool like
BrawlBox to extract the files from those.
Also, in case you weren't already aware, the Models Resource has a
Sonic Colors page with tons of models, you'll most likely be able to find what you need there!

I used it and got tons of arc files and I opened sonic with brawlbox
I am not able to find tails

He only appears in pre-rendered cutscenes, he has no model in-game.
