While I did download this model a while back, I recently took a look at the Hyrule Warriors Model for Link uploaded by ThatTrueStruggle. Overall the rip is very good but I have 1 question; Why is there no armature for the blue cape on his default outfit? I've included a screenshot to show what I mean.

I admit I could be wrong and in reality there is no armature but it just seems like a section that would include an armature especially since the hat also has 1. Any information on this would be appreciated.
the hat has it's own bones, while the cloth is driven by cloth physics, which seems like he didn't apply, so he made it single binded to the bust bone. Most likely he didn't want to deal with the cloth physics cause it's 1:1 with Fire Emblem Warriors data.

Unsure what you mean by 1:1 data, both HW and FE warriors where cloth physics apply have a seperate "driver" armature/mesh that can be transferred onto the main armature.
Although I imagine in-game they tie these drivers to the particular part and then turn off rendering
by 1:1, I mean the driver meshes which has the bones for said mesh is the same as FEW, thus is why the guy who uploaded it didn't want to deal with that, or just wasn't sure what to do with that.
