I've got all the sounds and voices extracted from both the English and Japanese versions of Rhythm Heaven Fever, but they are all BRSAR files. Are there any BRSAR file/sound extracting tools that can help?

Sadly no this is not much tools that can unpack a brsar believe me I have tried. There is Brawlbox but it too will sometimes not unpack it properly.
