(...or is it okay to introduce yourself three years and a half after joining?)

I'm not technically new since I did join a few years ago and did nothing in that time-frame. 

Btw, I go by The-Emi-VG-Ripper as a submitter. 

Hope to contribute in the resource even in times like this.

I'd say its perfectly fine to introduce yourself whenever you want. Nice to meet you!
