i swear on my life that there was one that existed, but my installation of it got lost when i got rid of the drive it was on, thinking i wouldnt need it. well, i do need it now. can anybody find the link?

Scroll down until you find "Programs that open MESH files." It has one tool for Windows, Mac, and Linux. And one tool that's only available for Linux.

i did not mean the "mesh" file extension. i meant the "rip" file extension. apologies for the misunderstanding.
If you mean ninja ripper's .RIP files than you can just use Noesis. It should come natively with support for it. I'm also pretty sure there is a github repo for a Blender plug-in.
