Well, I must say, if you're at that level of spriting, you probably don't have any business starting a project in the first place. You should be practicing.
Unless of course, you're just a programmer with no ability in spriting. In that case, I think it would be best to show a sample of your work, or a demo/engine test using existing sprites in place of whatever sprites you hoped to have made. Maybe a well-made engine with thought-out plans for your project/game idea will attract people.
...A little popularity couldn't hurt, either. If you're already well known by the people here, you could prolly get away with coming in just for a project request.....
Ya, that sounds good. I'll post what I have. I started working with sprites I found, I just need some rare custom Sprites I can't make.

If the sprite is ass, it doesn't go up.
If the sprite is stolen, it doesn't go up.
If the sprite is a fan-sprite, it doesn't go up.
If the Sprite is a Soda, it doesn't go up.
If the sprite is a sprite of a Sprite, it doesn't go up.
...unless it was from a game.
If the sprite is a small mythical creature, it doesn't go up either.
