The model is a RNC file, but that's kind of just like a container, there's *.NUT and *.NUD files in there which can be easily extracted and saved on their own, which I don't mind doing. I just.. have no way to actually import the *.NUD files into Blender, they are the same when it comes to tracks, though there are A LOT more *.NUD files stacked in track models, obviously. If there's any importer script or Noesis script to convert them, that would be nice. Little hard when not being able to import the files.

for nut and nud there are tools, such as idolmaster noesis script by minmode or the smash 3ds max script by randomtalkingbush, no idea about how to unpack to get to the nud(model file) and nut(texture file)
Unpacking them is easy enough to do in HxD, it's just tedium. And 3DS Max is too much money, there's no way I can even get close to being able to afford that, the Noesis script has the files show up, but they don't seem like they want to import. Figured it was worth asking at least.

Small update with Oceanfront Cruise Way unpacked since I had to get it done anyway, so have a bunch of NUD files that make the track up. Being able to import them into Blender right away would be nice.
Edit: Posted in RTB's MaxScript thread, I managed to get 3DS Max working on an old computer.
