is there an easy way to align/center Krillin so when I go to use my sheet it will be easy for me to have a smooth animation when I put the frames together?

the only thing I use is paintshop pro.  is there something else you would recommend to figure out the frame by frame.

No, there is no easy way. You have to select the parts of the image that you want and center them with your mouse.
