Definitely. In fact, all Shyguy sprites, Goomba sprites, etc. should be on one sheet regardless of when you encounter them.

Call it "Bowser's Allies" or "Bowser's Minions" or something like that.

1. Croshi, don't put monty moles in Bowser Minion's sheet.

2. I knew it has overworld, but the NPC has overworld, the enemy hasn't.
