How about it shoots out a beam of light just like Link does, and if it his an opponent, TL dashes in, pulls out the Four Sword, split, etc, and all four of them attack the one enemy, and when the combo is finished, the enemy gets launched upwards instead of to the left/right?

The Cucco could be an item like Mr. Saturn. Hold them above your head and float around with them. Throw them at your opponent for some damage. Be warned attack the Cucco too much and it will summon an army to crush its abuser!

I have a unique idea!
Instead of alternate costumes, how about alternate forms?
Toon Link:
Wind Waker Form
Minish Cap Form
Four Swords Form
Each one would have a slightly different look, depending on the difference from game to game, (These will look the same, because toon link didnt really change much...), and different move sets to match the items they had in each game!
Example:
WW Links (B)^ move would be the Deku leaf float, but for the MC Link, it would be the Ezlo Balloon Float.

That's dumb and a waste of character slots. Stuff like that doesn't work in games like Brawl.
That's just like making 4 additional characters instead of one.
May I suggest a new moveset for Toon Link?
Lone B - Whirlwind from Spirit Tracks
Side B - Mole Gauntlets from Minish Cap
Up B - Hurricane Spin from Wind Waker
Down B - Bombchu from Phantom Hourglass

Bombchu are placed, not thrown. In OoT and MM, anyway. Didn't play Wind Waker.
I think it should work like in the games. Hold it over your head and it drops straight down and goes in a line. No items behave like that in Smash.
They can also wall-crawl and maybe you can make them stick to platforms.
I support this bombchu idea.

Well, the Mario fire balls run along the ground, and the bomb-ombs walk back and forth until they are used or their fuse blows. Maybe if we combine the two, a bombs that runs along walls, (And under platforms.)
